MINUTES
OF EIGHTH 2006/2007 COMMITTEE MEETING HELD ON
THURSDAY,
20 SEPTEMBER 2007 AT HP PLUM OFFICES,

1. Welcome
and apologies : The Chairman welcomed all present. The host company was
thanked for making facilities available.
Messrs Colin Brown and Mark
Ernstzen were present by invitation to present their version of events
concerning complaints about workmanship that had been received from two of
their respective clients.
2. Minutes of seventh committee meeting
of 16 July 2007 were approved.
3. Matters arising:
3.1 Waterproofing Competition
RM reported that the feedback that he was receiving
from contractors
indicated that they would be very busy between now and
the end of the year with their focus being on completing contracts.
Consequently they would not be inclined towards supporting the competition. It
would be better to
schedule the competition for a date early in the new
year.
It was suggested that the competition could be timed
to coincide with
an EXPO that was being planned by JOR scheduled for
February 2008.
To date no posters or other advertising for the
competition has been published. There has been no change made to the models at
North Link college. PK proposed that RM form a subcommittee to plan and prepare
for the competition and to start promoting for the event.
3.2 Administrator and WARAC telephone line
The original application for the telephone number 0861
WARAC has
been lost and a new application has had to be submitted.
It was decided to apply for a Post Box number at
Tygerhof Post Office.
WARAC mail and telephone calls are still being
directed to Jack Ruck.

4. Training :
Messrs Indawo have sent
four of their staff members for training at
North Link at an all-in cost of some R30,000.00 for a
twenty day course.
Par of this amount is said to be recoverable from CETA. We await feedback
from PJ concerning the benefits that have been derived
from the training.
5. Membership
The applications from Weathermaster ( now Weatherproof),
Powercote
and Coastal
Waterproofing were reviewed. There is still some
uncertainty
concerning completeness of their applications and whether
all the
requirements the WARAC Constition have been met.
Applicants will be required
to submit tax clearance certificates, proof of membership of UIF and Workmans
Compensation and must be able to confirm their membership of the Building
Industrial Council. In addition, prospective members must confirm that they
have builders all-risk insurance.
Messrs Kare
Industrial supplies have indicated their intention to resign
their membership
of WARAC.
The response
from members to the request for a resubmission of
information as
required on WARAC application forms has been poor.
Members are to
be reminded that this request is intended only to ensure
that information
on record about members is current and complete. The
resubmission of new
completed forms does not represent a new application to WARAC, merely an information
update.
The request for this
information is to be circulated amongst the
members a second time.
5.1 Social event / Recruitment It was reported that JOR (not present
at meeting) was
anticipating a major social recruiting event in the new year.
6. Finance
R22,000.00 in fees is still
outstanding. The current account reflects a
balance of R19,785.00
and the call account a balance of R23,000.00.
7. Complaints / Technical
Complaints had been received by WARAC in connection
with work done by Messrs Pace Waterproofing and All Roof Waterproofing. In both
cases the work was inspected by SOR and Messrs
In the first case, ME reported that certain additional
waterproofing work was needed after holes were cut and outlets installed by
other parties. He undertook to return to the site and make good all the waterproofing
that was damaged and to ensure that all
the waterproofing was up to standard.
SOR to address letter to client reporting on the
outcome of the WARAC consultation with ME.

According to CB, the complaint against All Roof arises
from a deadlock
due to the client withholding payments of amounts due,
and the contractor refusing to complete the job before the outstanding amount
is paid. CB undertook to revert to the complainant and provide an assurance
that the work would be completed to their complete satisfaction once the
payments due to them were made.
It was agreed that given the nature of the dispute,
the matter was outside
the jurisdiction of WARAC but that we would
nevertheless welcome a
resolution to the impasse. SOR to address a letter to
the complainant to
this effect.
8. WFSA
A letter
from WARAC to the President of WFSA rejecting proposed
changes to the
WFSA constitution was handed to PK.
PK reported that
following a meeting between himself, AH and AS,
it was decided
to set about establishing standards for the waterproofing
industry. It was
considered to be essential to first establish standards
for the industry
so that training programmes could be designed
accordingly. The
plan was to get the backing of recognised standards
authorities such
as CSIR, Agrement Board or SANS (SA National
Standards)
(Previously SABS). PK is awaiting a response from his
approach to
CSIR.
The goal would
be the establishment of “Codes of Practice” for four
basic forms of
waterproofing being torch-on membranes, self-adhesive membranes, acrylic
systems and cementitious systems.
9. Any other business
9.1 Website.
HT to reregister the WARAC domain name.
9.2 Next
General Meeting.
Proposed for 25
October 2007.
Messrs Safinta
and Weathermaster have expressed interest in hosting
meeting and
doing a presentation to members.
9.3 WARAC
stickers
These have still not been produced. JP to obtain
quotations for quantities
of 200 and 500 and have a
quantity ready for distribution at the upcoming general meeting in October this
year.
